If you want to explore a public health issue in a public facility, you will inevitably require information that the owner of that facility possesses.
E.g., I would like to know whether HPS has considered the potential for copper contamination at any school besides ESM. My polite request for this information from Facilities has been ignored. So I filed a Freedom of Information Request. A FOI provides any citizen or member of the press a means by which to require disclosure of information that is in the public interest. I filed such a request on Jan 9, 2018. The law requires a response to the request within 4 business days. The response came on Jan 22. I was told "We have begun the search for responsive documents and once we have identified the documents you requested, to the extent they exist, you will be notified. " As of Feb 21, I am waiting. E.g., I asked Facilities for specific site and results information on lead testing in HPS. I received no reply. Not a "will get back to you," or a "that isn't available," or any acknowledgement. Should I submit another FOI request?
